Web Console Navigation Bar Changes WIP

Thanks to a newer version of Bootstrap, the following changes have been made to the Web Console:

1) A new, slimmer navigation bar can be selected under Options -> Web -> WEB_NAVBAR_TYPE. Try it out. The goal was to use as little vertical space as possible. The widget bar will autohide on small screens.

2) Changes to the various widgets on the navigation bar have been made.
- The zoneminder logo on the left is now a dropdown for a new "about" menu.
- Storage areas widget is now a dropdown
- Added a log status widget. This has been added primarily for the collapsed menu, but has also been added to the normal navbar for visibility. If we get feedback this is redundant, then we can remove it from the normal navbar.
