Many cameras have both a main stream and a sub stream. I think it would be a good feature to do motion detection on the substream and then record only the mainstream.
I dont know if it is possible to make it but I think it would save both cpu and disk space.

You might already be able to do that.
Set up to 2 monitors, one for the sub stream and one for the main.
The sub stream detects the motion and triggers the main one to record.

Substreams can be so small why bother? If you don't want them hogging disk space I would make a zfs dataset for just the 640x480 substreams and make it so that it gets to your 80% number quicker, i.e. give that dataset only 5gb and it will auto clean. use your other datasets for your other cameras/events.
I am happy with Zoneminder on FreeNAS as a plugin, on 11.3-U5 it took me less than 5 minutes to have it working almost 100% perfect.
