Cannot built latest master on Ubuntu 16.04 xenial

Hello
I believe ,that ffmpeg libraries that ppa is installing on ubuntu 16.04 are not capable for hardware acceleration , so I'm trying to build from source with the latest ffmpeg 4 witch do hardware acceleration (vaapi)!
Please look at the build process below and help me to find the reason that it fails. Thank you!
