Shared memory in Ubuntu 20.04

Running Ubuntu 20.04. The box has 32gb memory. With three 4K cameras running in h265 passthrough each camera shows 3.5gb mem usage in HTOP. ZFS ARC grows to 16gb after awhile but it will release the memory when needed. The 3 cameras are causing /dev/shm to show %60. I probably need to tweak the shared memory setting but I have searched till my fingers bled (like 5 searches) and everything references a tmpfs command which isn't present on Ubuntu 20.04.
Found some sysctl.conf stuff and set shmmax to 24gig. Still %60 shared mem usage in ZM on reboot.
