The video could not be loaded (on Debian 11 with 1.36)

I recently noticed that when I try to play events I get a message that
"The video could not be loaded"
I cannot play the events in either Chrome or Firefox or zmNinja
This is the same on 2 other Zoneminder systems too and I have only noticed this after upgrading to Debian 11 Bullseye.
I tried setting MPEG_LIVE_FORMAT and MPEG_REPLAY_FORMAT to "blank" (they were on swf)
Any advice?
