Rate/Scale based on bandwidth setting

Is it possible to set the scale and rate based on bandwidth setting?

If i'm connected to the LAN directly, I can view at full scale. When viewing events remotely, I generally prefer to set the scale to 1/2 or 1/3 to try and reduce bandwidth.

Another follow up - is it possible to make STILLs the default for low bandwidth (or medium)?

mm sounds good. but maybe can be set by each user..

so each user can set his view parameters.

and admin can set the highest bandwidhts of users.
