Hello,
I just set up zoneminder 1.36.x and I'm able to access the GUI. I set a camera I want to add and it's configured on the network, but here is my question and problem:

1. How do I set zoneminder to listen to a particular network and particular IP? Currently it's listening on the default localhost IP.
2. How do I set zonemonder to listen on a particular interface?

I do not remember having to do anything special to get ZM to listen on a particular interface. I have 3 different ethernet ports on my ZM and have each one set with a static IP address. ZM shows up on all three addresses without me having to do anything in particular.

One of the addresses I use for the cameras, with no internet.

Linux (the IP stack) will route traffic based on IP addressing and the routing table. This is something that normally you do not need to touch.
Are you asking because it is not working or are you planning?

I believe what you're looking at here is the ip ZM uses to view the camera/monitor. Whole other thing from ZM seeing the camera.
