Yes it is possible. Zoneminder won't "see" a USB camera connected on _another_ computer, so there will be a couple of steps to research.

On the computer that's physically got the USB camera: You will need some kind of streaming software that can read the USB camera and broadcast it as a network stream.

You may also need to think about securing that, because if "outside the network" means crossing the internet, you don't want other people to connect to this streamed video! So appropriate firewall setup, or a VPN, may be on your to-do list.

On the computer that's got Zoneminder -- set your monitor up as a streamed video source pointing at the remote machine, now that the remote machine is emitting a video stream. It will be treated like any other IP camera.
