Plugin Capability?

I'm not a programmer, so I may be barking up the wrong tree, but it appears to me that people often want this or that depending on an event (and maybe depending on the parameters of that event). So, would it be possible to setup a plugin type interface? Something along the lines of squirrelmail.org, another PHP type project, that has a robust plugin library written by the users. If such an interface could be created I think it would greatly increase the popularity of this already excellent program.

On another note, is there anyone out there with the applicable expertise that would volunteer to create a Fedora/Mandrake RPM? That would certainly help propel the project's popularity since as far as I can tell MOTION is the only other Linux project that is even remotely close to this project, and in my estimation it isn't really that close in terms of usability and sophistication but again, it is popular due to a number of easily installable RPMs floating around.
