Progressive Scan?

Any idea if there is a way of de-interlacing and performing pulldown on jpeg streams from PAL cameras?

There have been several discussions about methods of interlacing but currently nothing is in the software. If you are getting interlacing it is usually simpler just to reduce your capture size.

I'm not sure what you mean by pulldown though, can you explain?

Pulldown (3:2) & (2:2) are ways of adapting a picture for motion. Actually thinking about it it is not necessary for de-interlacing PAL signals as it is designed for converting 24fps film to 50hz PAL or 60hz NTSC.

De-interlacing/Prog scan is a huge minefield mainly because of motion adaption. I only know this due to the small fortune I spent on home cinema equipment and the trials and pains of getting the right result!!

Looking at ffmpeg there is a -deinterlace option, not sure if it is particularly advanced but should do a half decent job, if only I could get mpeg streaming working!!
