I was wondering if it were possible already to make it so that different users can see and configure certain monitors, but not others. I believe this would be a very useful feature if it is not already possible.

This is already possible. Under the user settings, the last option is restricted camera ids. Simply enter the cameras that you want the user to have access to in this box and all is well.
