Avi movies per event

hello,
After some time spent in "seciurity centre" i've idea of automagic AVI creation per Event.
There shouldbe a mencoder run every hour or so, doing with "nice 19" encoding of ../zm/Events/12345/*.jpg.
Reason of that is very simple, seciurity guys like movies. And the law enforcement oficers will accept avi file like normal movie
Any coments?
BTW: i know of .mpg creation, but i must say it's no good for me. MPEG files are somehow limited and I could use some better divx/xvid codecs with mencoder.
