License Plate recognition

What would be the best way to develop license plate recognition?
What modules to look for, the best way to integrate it with zoneminder, etc...

There has been previous topics on this, do a search for vnpr or anpr and something should come up. We dont know how to develop it as its a hell of a project on its own
