I am using a 4400r under FC5 x86_64. I installed from source.
I have one camera set up to monitor, and when I view it in the webpage, a couple things are happening:
1: The image is in black and white (the camera is color)
2: The stream doesnt have a "live" appearance to it. Its quite jerky, even though it says 40 FPS underneath it.
Thank you all for your help.

I would expect the playback to be 'jerky' only because this is a jpeg stream. If you watch whats recorded though this will not be 'jerky' and is also dependant upon you hardware specs. This is a firefox issue. If you uses maciek viewer this wouldnt be the case
re the b/w issue I assume you have selected a colour palette and you have set the card corectly with modprobe?

For color palette. I have tried just about all of them to try and get color. I am using NTSC and rgb24 now.
For the card settings, I did some searching in the forums and found this setting to go in modprobe.conf:
alias char-major-81 bttv
options bttv gbuffers=16 card=133,132,133,133 tuner=4,4,4,4
Now I am not certain that is correct, but I think someone else used this for my card too.

Yes, they are NTSC, I just double checked, and it says so right on the camera itself.
Also, the image isnt EXACTLY black and white, but its very grey. There is a small bit of color in it, but its not proper.

Well first of all id check th cams are as expected, test them on a monitor/tv. Once some had day night cams and once the light level rose they went into colour mode. If your getting something then id suspect the cams. You caould also try buming up the colour in settings to see if that helps
