mpeg/jpeg idea for discussion

I know a lot of people on here want to use mpeg4 for storage and i Persoanlly have been against this as currently (in the uk at least) the only footage with conviction history is jpeg. But i have thought of a possible compromise.
It is usual that only ceratin frames are required in for evidence not whole segments of video. So i was wondering if a filter could be created that would make an mpeg out of the event, then delete all the jpeg with a motion score of 0. That way only the frames with movemnt in would be kept and the bulk would be deleted. Obviously this would be most effective in mocord mode.
I understand the complications of this, as i have yet to successfully (and in sync) keep numerous mpeg streams running in either my viewers or the web ui.
Im thinking this would need its own playback method. I was thinking of downloading the whole mpeg and somehow making individual jpegs form the file and playing through the current code, or just playing the vid in media player and presenting the jpegs in a seperate window. Anyway just a point for discssion really. Its not for me as i will stay with jpeg!!!
