FPS tweak

my modetction starts out at a high FPS but after a second drops down to like 4 FPS any ideas what buffer or setting should i change?

No idea... more details needed.
IP Camera? Analog with capture card? If so, what kind?
By "Start out at a high FPS" do you mean that it starts recording at a high FPS (and what is that FPS), and immediately goes down to the 4FPS you're seeing? Or does it only happen when it detects motion? Does it stay at the high FPS for any amount of time? Do you have a maximum and an alarm maximum FPS set?
