That is the maximum you can go without interlacing.
You can set 640x480 but unless you have a expensive progressive scan camera, I would not suggest it.

Progressive camera is not enough, as the bt8x8 chips can capture only interlaced above 384x288. A HD-compatible card would perhaps do the progressive thing.
