This card's available on eBay, and I can't find any OEM manufacturer's info on it in the ad:

I'm wondering how it can handle 16 cameras with only four Conexant processors...?

Does anyone recognize the card or have experience with it?

It looks a little like some cards I have seen. Now keep in mind that this is coming from someone who has purchased a lot of Chinese cards to test with zonemnder. Get the Blue Cherry card. You do not save enough money to make it worth the risk. Many cheap cards get video signal bleed, and a lot of them just do not, and will not, work on Linux. At that price, it is not worth the risk.
