this is a debian install 1.22.3 i think the below error is the main
problem
the zoneminder web page appears ok
dmseg looks good for the hardware
all the zm logs look good
xautv comes right up

the only log error is in apache
below-- one thing funny is no access log for apache which i think that is related to the error below
i had to put a link in to get zm up in /etc/apache2/conf.d to /etc/zm/apache.conf
i suspect there is something that needs to be set in an apache config file

Any idea why i can display the zoneminder web page and but don't appear
to be accessing apache -- no access .log and the error is a continuous
stream file does not exist /htdocs
everything works but the video display and xautv comes right up and works

This sounds like a very similar issue that I encountered. After a little bit of troubleshooting it turned out to be something very simple, my apache configuration was incorrect and it was not mapping the /cgi-bin directory for web access. Not sure if that is your problem or not but the behavior sounds very similar. Good luck.
